Article 1: Respect for Applicable Laws
This Constitution is founded on the principles enshrined in the Charter of the United Nations, the Universal Declaration of Human Rights, and in full compliance with the laws of Australia, particularly the laws of the State of Victoria.

Article 2: Name and Legal Status
This body shall be known as the “Panjshiryan Council of Australia”, hereinafter referred to as “the Council.”
The Council is established as a cultural, social, and non-profit organization in accordance with the laws of the State of Victoria.

Article 3: Objectives of the Council
1. To strengthen the solidarity and unity of Panjshirian and Tajik-origin residents of Australia.
2. To promote the cultural, historical, and social values of the Panjshir community.
3. To promote awareness, civil advocacy, and respect for human dignity.
4. To operate within the principles of multiculturalism, mutual respect, and peaceful coexistence.
5. To refrain from any political, party-affiliated, or military activities.

Article 4: Fundamental Principles and Values of the Council
Our Identity: Tajik
Our National Hero: Ahmad Shah Massoud
Our Vision: The School of Ahmad Shah Massoud (as an intellectual and cultural movement)
Our National Anthem: The National Anthem of the Resistance Period (Islamic State of Afghanistan under the leadership of Burhanuddin Rabbani)
Our Flag: The Resistance Flag (as a cultural and historical symbol)

Article 5: Compliance with the Laws of the Host Country
1. All activities of the Council shall be conducted in accordance with the laws of Australia and the State of Victoria.
2. The Council is committed to the principles of multiculturalism and respect for ethnic and cultural diversity.
3. The symbols, anthems, and values mentioned in this constitution are purely cultural, historical, and social in nature.
4. The Council shall not, under any circumstances, use these symbols or anthems for political, military, or party-related purposes.

Article 6: Membership Criteria
Any Panjshirian individual residing in Australia, regardless of political, religious, gender, or social background, who has attained the age of 18 years, may become a member of the Panjshiryan Council of Australia upon acceptance of the provisions of this Constitution and the Charter of Principles.

Article 7: Organizational Independence
The Council is an independent, non-political, and non-partisan body and is not affiliated with any group, party, political organization, government entity, or political individual.

The Council functions as a coordinating structure for the cultural, social, and humanitarian activities of the Panjshirian community in Australia.

Article 8: Location of the Head Office
The head office of the Panjshiryan Council of Australia shall be located in Melbourne, Victoria.
The Council may, as required and with the approval of the Executive Committee, establish branches or representations in other states of Australia and regions within the State of Victoria to expand its activities.
