This Constitution serves as the foundational legal document for the establishment of a non-profit and non-political organisation named the “Panjshirian Council of Australia.” It has been drafted in full compliance with the principles, rules, and requirements set forth under the federal laws of Australia, the Associations Incorporation Reform Act 2012 (Vic), and in accordance with the guidelines and administrative standards of Consumer Affairs Victoria.

The purpose of this document is to provide a legal, structural, and executive framework for the establishment and operation of a civic–cultural body that represents the Panjshirian community in Australia. It seeks to strengthen cultural identity, encourage social participation, and ensure institutional cohesion among its members.

This Constitution includes governing principles, organizational structure, institutional powers, and mechanisms for decision-making, membership registration, supervision, financial resources, and internal regulations, thereby forming the basis of legal legitimacy and organizational coherence for the proposed Council.
