Article 22: Duties and Powers of the Chairperson of the Executive Board

Organizing person of the Executive Board of the Panjshirian Council of Australia is responsible for managing, organizing, and exercising overall supervision of the Council’s executive activities, and holds the following duties and powers:
1.      Preparing the agenda of official Council meetings and distributing it to relevant members, as well as publishing it publicly through the Council’s internal board, website, or virtual media.
2.      Presiding over sessions of the General Assembly from start to finish, particularly during the election process, in accordance with the competencies approved by the General Assembly.
3.      Summarizing and announcing the outcomes of discussions and decisions of the General Assembly, and officially recording them in the Council’s minutes.
4.      Receiving, registering, and forwarding members’ opinions, criticisms, and proposals for review by the Council of Experts or the relevant committees.
5.      Sending the resolutions and minutes of the General Assembly to all participating members, either in written or digital form.
6.      Presenting the annual performance report of the Executive Board to the General Assembly.
7.      Organizing, coordinating, and convening sessions of the Council of Experts in cooperation with the Secretariat of the Executive Board.

The Executive Board of the Panjshirian Council of Australia consists of two Deputy Chairpersons: the First Deputy Chairperson and the Second Deputy Chairperson.
1.      The First Deputy Chairperson is responsible for supporting, coordinating, and officially substituting for the Chairperson in executive affairs of the Council. In the absence of the Chairperson, all executive powers of the Council are delegated to the First Deputy Chairperson.
2.      The Second Deputy Chairperson is responsible for cooperation, coordination, and executive support alongside the Chairperson and the First Deputy Chairperson.
3.      Both Deputy Chairpersons, together with the Chairperson, are responsible for active collaboration in preparing, implementing, and following up on the Council’s resolutions, as well as providing consultation in strategic matters.
4.      The Deputy Chairpersons are responsible for coordination and support in relation to the Council of Experts, and they oversee the execution and organization of activities.

The Secretary of the Executive Board of the Panjshirian Council of Australia is responsible for the administration, documentation, communication, and archiving of Council sessions. Their primary duties are as follows:
1.      Announcing the date of official Council meetings, confirming the legal quorum, and recording the number of members present.
2.      Receiving, categorizing, and consolidating documents and reports from committees, and forwarding them to the Chairperson for information; upon request of the Council of Experts, the Secretary is obligated to provide such documents and may not refuse.
3.      Sending draft agendas to Council members prior to official sessions.
4.      Serving as acting Spokesperson of the Council in the absence of the official Spokesperson.
5.      Preparing and formally recording the minutes of meetings of the Council of Experts and the General Assembly for entry into the Council’s archives, and submitting the final version to the central archive unit.

ماده ۲۵: وظایف و اختیارات سخنگوی شورا
 

The Spokesperson of the Panjshirian Council of Australia is responsible for media relations, public communication, and officially presenting the Council’s positions within the community and to external institutions. The conditions, responsibilities, and powers of the Spokesperson are defined as follows:
 
1. Conditions of Appointment:
The Spokesperson must be an individual with knowledge, experience, effective communication skills, and sufficient fluency in both Dari Persian and English. Preference is given to candidates from among the youth who are familiar with modern communication technologies and principles of cultural diplomacy.
 
2. Scope of Authority:
The Spokesperson operates under the direct supervision of the Chairperson and the Deputy Chairpersons of the Executive Board. Without coordination and written approval of the Executive Board, the Spokesperson is not authorized to conduct interviews, issue statements, or announce official positions of the Council in the media or before formal institutions.
 
3. Responsibility for Performance:
The Spokesperson is obliged, in all correspondence, interviews, and media engagements, to fully adhere to the Charter of Principles, objectives of the Council, and policies approved by the Executive Board. They must reflect the official positions of the Council with accuracy, clarity, honesty, and complete impartiality.
